From Commissioner for Foreign Affairs
To His Majesty's Consul-General, Canton.
March 19th, 1928.

sir.
I have the honour to inform you that having submitted
provisional denationalization regulations to the Canton
Branch Political Council, I received the following reply:
"In your communication you state that it is the
frequent practice of Chinese born or naturalized abroad
to take advantage of a dual nationality for illicit
private purposes, and you submitted provisional regula-
tions for the issue of denationalization certificatos in
order that proper distinctions could be observed and
abuses prevented, thus avoiding diplomatic complication.
The 86th meeting of this Branch Political Council passed
the regulations as amended and now forwards them to you
for necessary action".
I accordingly have the honour to transmit to you a
copy of these regulations which have also been communi-
cated to the Commissioners for Foreign Affairs at Ch'ao
Chow, Mei Hsien, Kiungchow, Licnchow and Leichow.
(Signed) Chu Chao-hain
Kwangtung Commissioner for Foreign Affairs.
